Technology and Surveillance

Before the September 11th attacks on the United States, surveillance developed very little from the cold war school of training. Enemies, before 9/11, were clearly defined by geographical borders making surveillance adapt to a changing world much more slowly.

Al Qaeda was a new kind of enemy. It is an enemy based on religious ideology and as such, can survive and reproduce across geographical borders.

To conduct surveillance, a new kind of technology had to be developed.

How has the United States Intelligence community adapted since the attacks of September 11th? Have they adapted at all?

For example, does the CIA recruit agents from the Middle East instead of from Russia? Instead of going after ivy league graduates fluent in Russian or Chinese, are they now going after Harvard graduates of Arab or Persian decent?

What about the rumor that the CIA has been replaced by a new top secret agency whose name is unknown?

Even if we reason that the NSA’s surveillance program is still going, is it really effective at gathering surveillance on an enemy that is made up of dispersed cell networks?

Is our training of current spies fundamentally different since 9/11 and the threat from a new enemy that now exists?

Know this. The CIA has been training Arab speakers for years because of the Oil trade. I think they are probably still recruiting and training Russian and Chinese speakers as well. What has changed is probably the allocation of agents who speak Arabic, Russian, German, Chinese, and so on. There is no doubt that 9/11 was a shock to the surveillance community and they have adapted accordingly.

Current espionage and surveillance is different from what it was during the cold war (which ended around 1990). Keep in mind that in adaptation, knowledge builds upon knowledge and is seldom completely discarded. For example, in the cold war, agents were trained on various bug planting devices and how to plant them. Today, the CIA has a bug that looks like a real bug, that flies like a real bug and the training involves how to fly this bug into position. So the basic process of needing to secretly “listen in” is the same, but the technology available to achieve this surveillance continues to change and improve in all sorts of ways.

I would guess that the real change in surveillance and espionage is in the realization that we need to constantly evolve and adapt to changing threats. In this scenario then, the race is to see who can adapt the fastest. The first one to adapt is most likely to gain the needed surveillance.

It is also important to note that organizations like Al Qaeda now have limited resources and as such can not adapt quickly. This has played out time and time again in our favor in both Iraq and Afghanistan. This means that during the Cold War, the USSR was a far greater threat in terms of their ability at counter-espionage techniques and technology.

In regards to Delta Force and Black Ops, these are not really intelligence organizations but instead operational branches of existing military branches. They have adapted well in terms of using special bombs in Afghanistan that suck oxygen out of caves, or laser guided weaponry. Commando style tactics can be highly effective against terrorist infrastructure, if the forces employing them are provided with sufficient preliminary intelligence (which is the big challenge today). I am referring to effectiveness in both securing new intelligence assets, and delivering damage to enemy operational capabilities (again, counter-espionage is less significant in this kind of conflict).
